## Why we built it

**Why now.** AI crossed from drafting text to taking actions inside government work, and it did not wait for an approval process. In most agencies today, nothing writes down what the AI was asked, what it did, or what came back.

**What we built.** Software that runs on your staff devices and applies the rules you set before an AI tool or agent can act. The rules decide, not an AI model. Records are append only: nothing in the console can alter or delete one.
